Almotamar.net - The First Deputy Chairman of the General People’s Congress GPC, the Secretary General Abid Rabu mansour Hadi revealed future tendencies the GPC intends to implement in the next period including a group of political, economic, security and social reforms.
In his report presented to the second session of the 7th General Conference of the GPC on Tuesday the Secretary General indicated that the GPC would adopt the necessary constitutional amendments in the context of developing the political system and conduct legal amendments according to which is the completion of procedures for the transfer to local rule with large powers realising financial and administrative decentralisation , development of the legislative power by transferring to the bicameral system , developing the electoral system , allowing all the national forces the chance to enhance their political participation.
The GPC would also work for expansion and enhancement of the woman participation and empowering her politically through adopting of legal amendments guaranteeing her reaching to the parliament and different leading posts so as the woman becomes an active partner in various areas.
Among the future orientations of the GPC are the doubling of care and attention for the military and security establishment, enhancement of its role, raising its technical and qualification capabilities. The vision also include encouragement of conversion and extractive industries as well as the small industries, development of industrial, agricultural and natural exports , completing necessary infrastructures for achieving economic and development progress according to a strategy determining priorities and he steps that must be taken.
The Secretary General also revealed intentions for introducing some reforms in the monetary policies and the banking sector and improvement of climates of investment opportunities, encouragement and support for the agricultural production, benefiting from the fishery wealth in a better way. the report also pointed out drawing up a strategy for construction and civilian planning for building residential towns for the youth and those of limited income, raising capabilities and skills of the educational cadre and doubling care for the youth, expansion in building youth establishments ; cultural and sport .
Among the orientations are expansion of health services, providing health services to the rural areas and dissemination of population and health awareness among the society on the importance of reproductive health and family planning, preservation of the water resources and underground waters.
He said among the orientations are doubling efforts for consolidation of the culture of constructive dialogue, the national responsibility and development of the relation with different political forces and civil society organisations leading to the active partnership in construction and development I addition to strengthening the relation of the GPC with various political parities, mass organisations and civil society organisations and the relevant foundations in Arab and friendly countries, publication of awareness on dangers of terror among the society and urging all to confront it .
The report also mentioned the achievement of the GPC in the period between the first session of the 7th General Conference and the present one in different development areas in implementation of the political and electoral programmes of the GPC. The Vice President’s rep[ort also pointed out the policies and measures and programmes taken for improving the performance and urging the economic growth , modernization of the general structure of the state and embodiment of policies and goals of and plans of development .
Secretary General of the GPC affirmed that this session acquires an importance for its convening in coincidence with the anniversary of the democracy day in Yemen on 27 April and the approach of the celebration of the 19th anniversary of achieving the unity on 22 May that represented the greatest national achievement in Yemen.
The Secretary General said the conference is being held under international and regional changes around Yemen and the GPC political leadership and government are in dealing with them putting plans guaranteeing of overcoming them as challenges imposed by the international economic, political and security situation, affirming that the past period witnessed a group of political, organizational, media, intellectual, and cultural activities carried out by the GPC.
The secretary general also talked on what was achieved in terms of organizational, legislative and executive levels in embodiment of the political programme of action of the GPC and the President’s election platform, he has also reviewed the achieved accomplishments at the organist ion level and the role the GPC playing for supporting mass organisations of professional unions and civil society organisations. He also talked on the attention received by the youth sector as it constitutes the biggest proportion of the population.
With regard to the political activity and foreign relations of the GPC Hadi said the GPC followed up world, regional and national political developments and changes and dealt with their reflections and developments with a national responsibility. The secretary general said the GPC worked on enhancing the institutional structure of the state , adoption of political, economic and administrative reforms , establishment of the supreme national anticorruption commission , the committee on tenders and bidding , expansion of people’s participation, political pluralism, freedom of the press and expression and openness to the civil society .
The vice president considered the presidential lections on 20 September 2006 as a qualitative addition to political building. On the political dialogues with political parties in Yemen he said the GPC launched its repeated initiatives for activating the national dialogue in realization of the higher interest. He has also indicated to the agreement resulted from the dialogue at this stage among the factions of the political life known as the agreement of February 2009. The agreement gives opportunity to parties and civil society organisations to discuss necessary constitutional amendments to develop the political system and the electoral system and constitutional legalization for a local rule with large powers, and enabling the parties represented in parliament complete discussing subjects that were not agreed on.
Hadi also talked on efforts of the GPC and its government for ending the phenomenon of terror and facing terrorist elements and cells. He also talked on the piracy operations in the Indian Ocean and the Gulf of Aden, clarifying that piracy affected with its damage the vital interests of the country and threatens the international sea routes and affects the commercial stability in the region. Concerning confrontation with elements of sabotage and insurgency in some areas of Saada the vice president affirmed that the state exerted great efforts to preclude the rebels from their aggression and bring them back to reason but they insisted and chose violation of legitimacy of the state and raking the fire of sedition. He pointed out in this regard the Qatari mediation and that President Ali Abdullah Saleh issued a decision on 17 July 2008 ending military hostilities in Saada. He said not so far from Saada sedition events are the acts of riot that occurred in some areas of the southern and eastern provinces that appeared under various titles such as rights but the instigators of riot promote to the era of before the revolution of 14 October and the totalitarian situation and division under foreign encouragement. Hadi also reviewed the economic, educational and public services activity , confirming that the GPC continued in conducting economic , administrative reforms and completion of structures necessary for achieving the economic and developmental progress and preparing opportunities for investment. The GPC also worked on encouraging various industries and small industries and development of industrial and agricultural exports and has been keen on developing the fishery sector.
On the activity of the woman he said the civilization history of the people of Yemen was connected with the high status of the woman and her participation with the man in the general political life. He added the GPC played its pioneering role in engaging the woman and empowering her politically and in carious areas out of its belief in her active role in development, economy and society.
