almotamar.net - The Group of Ten Ambassadors of the permanent five members of the UN Security Council, the GCC and EU to Yemen welcomed on Thursday the signature by all parties in the NDC of a document on Solutions and Guarantees.
“The Group of Ten Ambassadors welcomes the signature by all parties in the National Dialogue Conference of a document on Solutions and Guarantees relating to the Southern issue and the clarifications of its significance enshrined in the statement by the Presidency of the National Dialogue Conference issued on 7 January”, the group said in a statement.
“These are important steps in the National Dialogue process, GCC Initiative and Yemen’s future”.
The Ambassadors also welcomed the reaching of this milestone in the NDC and looked forward to the conclusion of the Final Plenary, prior to the discussion of Yemen at the United Nations Security Council meeting on 28 January.
The Ambassadors applauded this spirit of co-operation and compromise.
The Ambassadors also said that they will condemn any attempt to undermine Yemen’s transition process, in accordance with relevant UN Security Council resolutions.
The document stipulates that President Abdo Rabbo Mansour Hadi, the NDC's President, forms a committee under his chairmanship to determine the number of the country's regions and its decision shall be in effect.
It also underlined a comprehensive and just solution to the South issue under a unified state based on federal and democratic foundations.
It specified that the state-building stage begins as soon as the new constitution is approved and ends in a date or period determined by the constitution, and the constitution of the federal state defines the distribution of powers and responsibilities clearly.
According to the document, during the first election round after the constitution's approval, the Southerners will be represented by 50 % in the senior government appointments in the executive, legislative and judicial bodies, including the army and security institutions.
