IN THE NAME OF GOD, MOST GRACIOUS, MOST MERCIFUL

 

‘' And say: ‘'Work (righteousness): soon will ALLAH

observe your work, and His Messenger, and the Believers.''

 

 

Yemen was witnessing before the 17th. July 1978 very critical and complicated situations including bloody conflicts between the two parts, instability, absence of the state's role and its institutions, lack of security, safety, freedom and dignity. Therefore, and since the first moment we had accepted the leadership of the country, establishing security, stability and building a Yemeni modern state were on top of our priority.

With building up the state of institutions and prevalence of law and order, and in cooperation with all sincere and loyal citizens, we had been able to achieve accomplishments and changes in political, democratic, economic, social, cultural, security and military fields. On top of those accomplishments was the unification of the homeland on the 22nd. May 1990 as well as protecting it in accordance with the principles of the Yemeni revolution and sacrifices of martyrs.

We spared no effort for the achievement of the national aspirations of our people who trusted us to lead the homeland to the paths of freedom, unity, democracy, and comprehensive development and progress. While bearing the responsibility either before or after unity we have and still adopting the ethics of tolerance, dialogue and amnesty. We were keen to adopt a national, rational and moderate policy based on the homeland and people's supreme interests and to cement national unity and social peace.

We were also keen to contain aftermaths of the past's conflicts which have occurred since the break out of the Yemeni 26th.September and 14th. October revolutions, conflicts over power and attempts to achieve self-interests and the totalitarian and irresponsible policies adopted by some radical powers who worked against the people's interests and confiscated their properties and rights as well as depriving them from living in freedom, peace and dignity. We were keen to heal wounds and resolve all unsettled issues including those of victims. We enhanced national reconciliation and resolved problems of nationalization policy which was implemented during the totalitarian regime era in southern provinces. That problem was resolved in a fair and satisfactory way for both owners and beneficiaries. We have also contained the negative aftermaths of the events of the 13th. January 1986 whose impacts continued on many either who took part or became victims of those events. We have also contained the aftermaths of the separation war in the summer of 1994 which was broken out by separatists who were paid to re-divide the homeland against a cheap price. The separatists are investing funds they received inside and outside Yemen and becoming richer on the expense of the homeland and citizens' interests, martyrs, handicapped and victims of that sedition. We have always resolved seditions including that of Saada and issued a general amnesty decree in addition to necessary measures to resolve problems of the victims. The remaining small problems, if any, are being considered and instantly treated in accordance with the homeland's interests.

In spite of all regional and international challenges and other critical problems and circumstances during the past period we have been able thanks to Allah to maintain security and stability and build up the modern Yemeni state. We have also been successful to avert the homeland from all forms of radicalism and extremism and all threats that occurred in different periods especially after the United States events of the 11th. September 2001, that were about to make Yemen the second country after Afghanistan in the list of targets under the pretext of terror combat.

In light of unity, freedom, democracy and respect of human rights, the homeland and citizens thanks to Allah are enjoying security, stability, tranquillity and accomplishments in all walks of life. Yemen occupies an outstanding position at the regional, national, Islamic and international arenas thanks to its consistent attitudes and moderate and rational policy. By adopting this policy Yemen was able to establish strong and advanced cooperation relationships with brotherly and friendly countries, and resolve borders problems with brotherly and neighbouring countries by peaceful and satisfactory ways. Yemen 's role to serve Arab and Islamic issues and regional and world security and peace was also enhanced.

The homeland is confidently and efficiently continuing its march towards a better future full of achievements, prosperity and progress.

For a secured and prosperous homeland and a brighter future for the coming generations we renew the pledge and vow to protect the revolution, the republican system, unity, freedom and democracy and protect national and historical accomplishments. We vow to continue the process of development and accomplishments in political, democratic, economic, social, cultural, security and military fields and to work hard for enhancing foundations of the state of institutions and law and order. We vow to enhance security and stability and democracy including peaceful succession of power, political pluralism, respect of human rights, wider participation of women and respect of public and individual freedom. We will fulfil wishes and aspirations of all Yemenis, complete the process of construction and development, combat corruption and achieve a strong national economy to improve living standards of our people.

And for the new Yemen and for better and promising future which is full of achievements and accomplishments for the sake of the people and the coming generations, we present this program.

We pray the Almighty Allah to grant us guidance and wisdom and to support us for the sake of serving our country and people.

FIRST : REFORMING AND MODERNIZING THE

GOVERNMENT ADMINISTRATION BY:

1- Raising salaries, wages and allowances of government employees and personnel of the armed and security forces and insuring better living standards that would protect them from any attempts or being misused by unfaithful powers which work against the homeland and try to destabilize the country and harm national unity.

2- Enhancing the structural and institutional build up of the state's administrative apparatuses to increase interaction and integration among the state's institutions and their administrative units and eliminating the phenomenal of double dippers employees.

3- Building up institutional potentials of the government apparatuses.

4- Applying the principle of rotation on leading public jobs and abiding by competence and honesty in choosing public employee.

5- Enhancing transparency of all government procedures and enabling citizens to obtain data easily and smoothly.

6- Simplifying government service procedures to enhance trust between citizens and government apparatuses.

7- Improving information systems and technologies to develop accurate planning and rational administrative decisions.

8- Limiting the role of the state to insure wider and bigger role for the private sector and civil society institutions.

9- Abiding by fixed dates to finish citizens' paper work easily and smoothly in all government departments.

AUTHORITY

 

1- Improving the local authority law in a way that would lead to the election of governors and heads of local administration units and expand the role of local councils. Existing relevant laws that contradict financial and administrative decentralization would be amended.

2- Completing institutional build up of the local authority and backing up its revenues to effectively contribute in local development and provide services to citizens.

3- Reassessing the existing local administration division in accordance with appropriate scientific and economic standards and improving relevant laws.

4- Reducing the gap of development between rural and urban areas.

 

A MODERN MANAGEMENT OF THE ECONOMY FOR BETTER LIVING STANDARDS.

 

FIRST: ADOPTION OF GROWTH-STIMULATING ECONOMIC

POLICIES BY:

(1) Adoption of balanced financial policies which would lead to:

- Taxes reduction and improvement of mechanisms of taxes collection.

- Taxes and customs reforms to promote trade and investment and to accelerate merger with economies of the Gulf Cooperation Council states.

- Increasing investment and capital expenditures and increasing appropriations of the basic social services.

- Carrying out reforms in the banking sector and reactivating its role in attracting savings, financing investments and serving development.

- Providing more care for free zones, industrial zones and free trade zones especially the Aden free zone in order to enhance their contribution in national economy.

(2) Implementation of competent monetary policy which would lead to:

- Maintaining monetary stability.

- Enhancing the role of financial intermediation of the financial sector and promoting citizens' savings.

- Providing legislative, institutional and organizational requirements for the establishment of a financial market.

 

(3) Implementation of an effective foreign trade policy based on:

- Development of non-oil exports and diversification of markets.

- Improvement of legislations related to foreign trade.

- Continuation of Yemen 's efforts to join World Trade Organization.

 

(4) Bigger Protection for consumers by :

- Reactivating supply and health monitoring to protect consumers.

- Improving the role of media means to promote consumption awareness.

- Improving legislations to enhance competition prevent monopoly and protect consumers.

 

SECOND: DEVELOPMENT OF PROMISING ECONOMIC SECTORS BY:

 

(1) Improving the agricultural sector by:

- Providing more incentives including modern equipments for farmers and agricultural sector workers by the Agricultural and Fisheries Promotion Fund which would also provide soft-loans and necessary help for farmers with the aim of increasing agricultural products.

- Combating desertification and rehabilitating new agricultural lands.

- Promoting the usage of appropriate agricultural equipment and inputs.

- Expanding farming of cash crops.

-Increasing agricultural researches and promotion guidance and limiting the usage of insecticides.

- Improving agricultural marketing locally and externally.

-Promoting investment in livestock and agriculture sectors.

 

(2) Exploitation of fisheries by :

- Providing more incentives and necessary equipments for fishermen to improve traditional fishing.

- Carrying out administrative, legislative and organizational reforms in the fishing sector.

- Protecting fisheries from illegal fishing and preventing destruction of marine environment.

- Completing infrastructure of fixed and floating harbours and providing educational and training projects for fisher men areas.

- Establishing more centers for fishing and marine environment researches.

- Promoting investment in the fields of fishing, fisheries export, fishing industries and relevant services.

 

(3) Developing exploration and construction industries by :

- Expanding exploration works for oil, gas and minerals.

- Promoting private sector investments in oil, gas and

minerals industries and improving infrastructure.

- Promoting private sector investment in the construction industry.

 

(4) Developing and upgrading manufacturing by :

- Expanding the establishment of industrial zones, upgrading and rehabilitating the existing zones.

- Establishing and upgrading necessary infrastructure for advanced manufacturing.

 

(5) Reactivating the tourism sector by :

- Preserving tourist potentials and increasing public awareness of the importance of tourism.

- Completing and improving services of tourist infrastructure and promoting local and foreign private sector tourist investments.

- Promoting new tourist forms especially sea resorts, natural treatment preserves, protected bio-diversity areas and cultural tourism.

- Increasing restoration and rehabilitation works of tourist and historical sites.

- Reactivating the role of embassies and consulates in promoting Yemeni tourist products.

- Improving services rendered to tourists at air, land and sea entrances.

- Expanding tourism promotion campaigns in international markets, exhibitions and conferences.

- Promoting and supporting traditional tourist handicrafts.

 

THIRD : REACTIVATING PRIVATE SECTOR ACTIVITIES AND ESTABLISHING A DEVELOPMENT PARTNERSHIP WITH ITS INSTITUTIONS ACCORDING TO THE FOLLOWING:

 

1- Promoting private sector contribution in the development of economic strategies, policies, plans and programs.

2- Reactivating government institutional frames that support and involve the private sector in efforts with the aim of achieving bilateral, regional and international economic integration and merger.

3- Supporting the private sector to develop its organizational institutions and frameworks.

4- Continuing support for non-government institutions such as chambers of commerce and industry, their general union, sub-unions and organizations which organize, preserve and develop commercial and industrial interests.

 

 

 

 

 

 

REDUCTION OF UNEMPLOYMENT, COMBAT OF POVERTY AND EXPANSION OF THE SOCIAL INSURANCE NETWORK.

 

FIRST : ADOPTION OF PROGRAMS TO COMBAT

UNEMPLOYMENT AND CREATE JOB

OPPORTUNITIES.

 

1- Promoting national and foreign intensive labour investments in all economic fields.

2- Establishing intensive labour works programs to create job opportunities throughout the country.

3- Providing more help and support for the poor, needy and low-income people and improving their living standards.

4- Expanding micro- finance programs and establishing banks for micro-finance and encouraging banks to render finance for small investors.

5- Enhancing and improving services for small and smaller establishments.

6- Establishing housing units for low-income people.

7- Distributing housing and agricultural lands for youths and low-income people within the framework of Al-Amal projects.

8- Providing more incentives and support for owners of individual enterprises, protecting them and improving their skills to enhance their contribution in development.

9- Improving programs of small and medium industries and promising economic sectors.

10- Promoting and supporting programs of micro- and smaller finance to improve living standards and create income generating activities.

11- Establishing Al-Amal Bank for the poor which would provide micro-finance and render low-interests services.

 

 

SECOND : ENHANCEMENT OF THE SOCIAL INSURANCE NETWORK PROGRAMS TO COMBAT POVERTY AND EXPANSION OF THE SOCIAL PROTECTION NET BY:

 

1- Enhancing programs of the social insurance network and providing selective packages of public services and projects in the field of infrastructure development to promote investment, end isolation of rural areas, expand markets and create job opportunities.

2- Restructuring the social insurances system to guarantee its continuation and diversify its services and insure competence and transparency.

3- Increasing the number of families who benefit from the social insurance so as to include illegible groups throughout the country and increase cash aids rendered to beneficiaries.

4- Establishing training and productive centres for girls to increase their chances in getting job opportunities and create income generating self-activities.

5- Expanding services provided by community development and productive family program to improve conditions of rural and urban families.

6- Improving living standards of the needy groups and raising wages of low-income groups in the payment system.

7- Promoting and supporting civil society organizations which work in the field of social protection and income generating projects.

8- Adopting special programs for handicapped to insure their contribution and integration in social, economic and educational life.

9- Providing more incentives and care for marginalized groups, improving their living standards and establishing more housing complexes throughout the country similar to the complexes which were built in the cities of Sanaa, Aden, Taiz an Hodeidah within the framework of keenness to improve their living standards and conditions in all walks of life.

AN ADVANCED INFRASTRUCTURE FOR STRONG ECONOMY

 

FIRST : INCREASING AND EXPANDING ELECTRICAL POWER GENERATION BY:

 

1- Generating power using modern and advanced means to meet the current and future increasingly needs used in industry and agriculture.

2- Establishing more strategic gas-power generation plants.

3- Improving efficiency of operation, administration, planning and financial management of the power generation sector.

4- Developing alternative power generation sources especially in rural areas and islands.

5- Promoting private sector investment in power generation sector to meet the existing needs of power on medium and long term basis.

 

SECOND: DEVELOPMENT OF TRANSPORT AND ROADS NETWORK TO COPE WITH NEEDS OF ECONOMIC GROWTH BY:

 

1- Establishing a modern and multi-purpose railway network.

2- Expanding the main and rural roads networks and completing regional connections.

3- Upgrading ports, airports and land entrances and improving their services and safety measures.

4-Insuring smooth and safe domestic transport services and setting up a plan to improve public grouping transport.

 

THIRD: ESTABLISHMENT OF AN ADVANCED INFRASTRUCTURE FOR TELECOMMUNICATIONS AND INFORMATION TECHNOLOGIES BY:

1- Expanding and improving telecommunications and postal services throughout the country.

2- Promoting private sector investment in the field of telecommunications and information technologies and promoting competition in this area.

3- Exploiting information technologies to develop telecommunications and postal services.

 

FOURTH : ADOPTION OF RATIONAL WATER AND ENVIRONMENT POLICY BY:

 

1-Applying water resources and environment administration and protecting them from waste, misuse and pollution.

2- Establishing more dams and water reservoirs and establishments for the preservation of water.

3- Enriching water resources by preserving rains' water, increasing ground water levels and recycling waste water.

4- Finding out urgent solutions for water problem in the capital Sanaa, Taiz and its suburbs and other Yemeni areas suffering from water scarcity.

5- Expanding implementation of rural water projects.

6- Raising public awareness on the preservation of water and environment.

 

COMBAT OF CORRUPTION IS A CONSISTENT OPTION AND A CONTINUOUS EFFORT.

 

CONTINUATION OF EFFORTS TO COMBAT FINANCIAL AND ADMINISTRATIVE CORRUPTION BY DEVELOPING

POLICIES AND MECHANISMS AS FOLLOWS:

 

1- Applying property disclosure act.

2- Issuing combat of corruption law and establishing an independent authority to combat financial and administrative corruption.

3- Reactivating apparatuses of control and auditing, protecting public funds, and applying the principle of reward and punishment.

4- Enhancing the role of the Central Organization for Auditing and Control. A law should be issued stipulating that the organization is responsible before the Presidential Office and the government. The organization's reports should be submitted to the Presidential Office and the government including results of monitoring and control of financial and administrative performance in all government apparatuses and institutions to insure protection of public funds.

5- Amending the bidding and tendering law, enhancing independence of the Tenders High Committee by establishing an independent authority consisting of well-qualified and honest members who would be responsible of monitoring and approving tenders' policies and insuring transparency of tendering measures.

6- Reactivating the role of public funds prosecution offices and courts, completing their infrastructure and institutional build up throughout the country and enhancing their authorities to deal with all financial and administrative corruption issues.

7- Applying the principle of accountability on corrupts and sending them to justice.

8- Enhancing transparency and liability in all government works and issuing relevant legislations.

9- Reactivating the usage of guidance instructions of government services and publishing relevant government fees in all available means

AN ATTRACTIVE ENVIRONMENT FOR INVESTMENT

 

1- Applying investment and providing full facilities for local, Arab and foreign investments.

2- Improving laws and measures related to investment especially the investment law.

3- Allocating lands with complete necessary infrastructure for investment purposes throughout the country.

4- Enhancing the role of the Public Authority for Lands, Survey and Urban Planning in guaranteeing rights of ownership, reducing disputes on lands and increasing investors' trust.

5- Adopting further steps to simplify customs procedures.

6- Improving banking services quality to match international standards.

 

AN APPROPRIATE CLIMATE FOR BUILDING KNOWLEDGE AND A BETTER QUALITY EDUCATION

 

FIRST: GENERAL EDUCATION

 

1- Adopting further necessary steps to provide free education for all and reduce educational fees at schools, institutes and universities.

2- Improving the quality of general education, restructuring educational institutions, and promoting new educational initiatives.

3- Promoting national and private education as well as pre- school education, which is considered the essential foundation for education.

4- Providing incentives and advantages for outstanding students and granting them priority of getting fellowships and scholarships abroad especially in exceptional scientific areas needed for the development process.

5- Establishing an independent national center for educational assessment and evaluation with the aim of improving the assessment system of the education sector.

6- Expanding programs of infrastructure, institutional back up and potentials build up of the general education sector in order to include rural and urban areas.

7- Improving and updating educational curriculum and its outputs in order to cope successfully with contemporary changes and fulfil labour market needs.

8- Increasing the use of educational technologies and modern telecommunication systems and using them as fundamental means of education.

9- Completing educational infrastructure to join the GCC system.

10- Promoting educational creativity by establishing a complete institutional system that would provide incentives for talented and creative students.

11- Setting up national programs to close the gap of school

enrolment between males and females and rural and urban areas and insuring equal distribution of services.

12- Providing advantages and special care to the low-income and handicapped students in general education programs with the aim of achieving their educational and social integration.

13- Promoting private sector investment and partnership in the sector of general, higher and vocational education.

14- Insuring and protecting rights of education staff and teachers and improving their living standards.

 

SECOND: TECHNICAL EDUCATION AND VOCATIONAL TRAINING

1- Expanding the establishment of technical institutes and vocational centers throughout the country.

2- Promoting and supporting technical and vocational education for girls.

3- Carrying out reforms of technical education and vocational training system to insure generation of skilful technical labour that contribute in development and fulfil needs of Yemeni and neighbouring countries' markets.

 

 

THIRD : LITERACY AND EDUCATION FOR ELDERS

 

1- Supporting and adopting programs for literacy and education for elders to reduce percentage of illiteracy and eventually eliminating illiteracy in the society.

2- Promoting and supporting civil society organizations to present literacy initiatives.

3- Giving priority to rural women in programs of literacy and education for elders.

 

FOURTH : HIGHER EDUCATION

 

1- Improving higher education and opening new horizons in the process of education to fulfil youths' desires and aspirations and focusing on practical sciences and exceptional specialities.

2- Promoting institutions and centers of scientific researches and encouraging them to join regional and international partnership and to best use results of studies and researches for the achievement of development and reasonable planning.

3- Expanding the establishment of community colleges to cope with increasing numbers of secondary high schools' graduates.

4- Sending students for higher education studies abroad to obtain degrees in exceptional scientific specialities that serve development's goals.

5- Raising wages and salaries of universities' professors and staff.

6- Improving educational and professional skills and potentials of professors in universities, colleges and high institutes.

7- Improving and updating systems and methods of teaching of higher education.

8- Promoting and supporting partnership and twinning with regional and international universities.

 

 

BETTER COVERAGE OF HIGH QUALITY AND COMPREHENSIVE HEALTH SERVICES.

 

1- Approving health insurance system.

2- Providing more incentives to doctors, nurses and medical staff, raising their potentials and skills and improving their living standards.

3- Expanding services of medical and protective health care, reproductive health and vaccination.

4- Improving health system and level of performance in health institutions.

5- Expanding the establishment of health institutes and colleges to train and qualify medical assisting staff.

6- Expanding the establishment of special departments for chronic diseases especially cancer diseases throughout the country.

7- Supporting the establishment of kidney dialysis units in main cities in order to render services to citizens smoothly and easily.

8- Promoting civil society organizations contributions in health services areas.

9- Promoting programs of reproductive health and family planning and raising religious and health awareness on family planning with the aim of achieving a balance between population and economic growth.

10- Continuing promotion of private sector investments in health sector to improve health services and limit the phenomenal of Yemenis going for medical treatment abroad.

 

HAPPY CHILDHOOD AND YOUTHS CAPABLE OF

CONTRIBUTING IN DEVELOPMENT.

 

1- Providing more incentives and care for children and youths and protecting children from all forms of violence, begging and labour. Reactivating children rights law and amending other laws which might contradict its terms Expanding vaccination campaigns to protect children from fatal diseases. Providing necessary means to improve children potentials and insure appropriate and happy environment for their growing up.

2- Promoting youths' participation in development.

3- Continuing finance for the establishment of infrastructure projects for youths activities.

4- Providing more sport and entertainment activities and opportunities and creating an appropriate environment for creativity and balanced and productive personality.

5- Expanding establishment of educational and cultural clubs and providing more incentives and support for distinguished clubs in different sports and competitions.

6- Widening the participation of youths in local, Arab and international tournaments and competitions.

7- Promoting sport activities and supporting sport clubs to develop their sport, social and cultural activities.

FIRST : ENHANCING DEMOCRACY BASED ON POLITICAL PLURALISM, SEPARATION OF AUTHORITIES AND PEACEFUL CONCESSION OF POWER.

1- Enhancing separation of authorities as an essential base for the organization of relations and practice of power.

2- Carrying out necessary constitutional amendments for the enhancement of democracy. These would include limiting the president's term in office in 5 years instead of 7 years, establishing a two-chamber legislative authority by making the Shoura Council ( legislative council) the second chamber with the Parliament. Members of the legislative council would be directly elected and all provinces would be represented in equal number of members. The council's legislative authorities would be also expanded. A relevant law would stipulate on ways of its structure and shape, number of its members and its working mechanism. The law would insure that the council's members should be well-qualified, competent, honest and experienced people.

3- Improving the electoral system to insure regular holding of honest and completely transparent general elections.

4- Enhancing cohesion and unity of the organizational work of all national political parties and organizations.

5- Providing more support for syndicates, labor and students unions and other civil society institutions to enhance their roles in protecting rights of their members and improving their potentials to effectively contribute in the democratic and development process.

SECOND : ENHANCING JUDICIAL AUTHORITY AND DEVELOPING ITS APPARATUSES

 

1- Enhancing the role of judicial authority in public life being the essential protector of human rights.

2- Enhancing and reactivating reforms of the judicial authority, raising professional potentials of judges and improving courts> administrations.

3- Reinforcing prevalence of law and completing amendments of the judicial authority law.

4- Reactivating judicial inspection and setting up rational and transparent standards to assess judges.

5- Enhancing the judicial apparatuses especially the commercial ones, appointing well-qualified personnel in these apparatuses to insure their effectiveness and independence.

6- Providing incentives and care for lawyers and improving their living standards and skills to insure effective participation in fair justice.

 

THIRD : MEDIA AND INSURING PUBLIC AND INDIVIDUAL FREEDOMS AND PROTECTING HUMAN RIGHTS

 

1- Enhancing and insuring freedom of opinion, expression, publications and distribution and protect them according to legislations.

2- Issuing a new press and publication law which cancels penalty of imprisonment of journalists as a result of expressing an opinion. Reactivating the role of the press in protecting national unity, social peace, raising public awareness and enhancing transparency.

3- Enhancing the role of the official, parties and national media means, improving and supporting their institutional build up to effectively serve the society. Setting up legislations necessary for the establishment of satellite channels and radio stations to enrich cultural, social and youths issues within the framework of commitment to the constitution and a way from harming national unity, social peace and the homeland's supreme interests.

3- Promoting partnership and enhancing dialogue with civil society organizations and human rights organizations working in Yemen and protecting them according to the constitution, law and relevant international treaties.

5- Inserting values of human rights and public freedoms in educational curriculum.

6- Continuing the improvement of prisons and prisoners' conditions and outlawing any illegal prisons.

 

STRENGTHENING THE HOMELAND'S DEFENCE AND SECURITY POTENTIAL FOR THE ENHANCEMENT OF SECURITY AND STABILITY.

2- Continuing efforts that aim at improving performance of security apparatuses and raising competence degree to fight crime and terrorism in order to enhance security, stability and tranquillity and insure encouraging environment for investment.

3- Improving police services either in police stations or in passports, traffic, civil registration or civil defence departments. Expanding these services throughout the country.

4- Providing more incentives and care for the armed and security forces' personnel and their families and improving their living standards.

5- Providing incentives and support for families of martyrs and those who were wounded on duty and retired military men.

6- Resolving issues of blood feud revenge and issuing a law of arms possession and carrying.

 

WIDER COOPERATION AND PARTNERSHIP WITH THE GULF COOPERATION COUNCIL STATES

 

FIRST : ENHANCING ECONOMIC COOPERATION AND INTEGRATION BETWEEN YEMEN AND THE GULF COOPERATION COUNCIL STATES .

 

1- Adopting all measures necessary to make the continuous dialogue between our country and the Gulf Cooperation Council a successful and for the improvement of cooperation and enhancement of partnership between the two sides. All necessary measures should be taken to guarantee the success of the donors conference scheduled in London next November, its effective contribution in the development process of Yemen and the acceleration of steps to integrate the Yemeni economy with the GCC economies.

2- Achieving multi-dimensions economic integration (commercial integration – labour market integration– capitals market integration ).

3- Making Yemen a vital strategic partner of the economic and development process in the region.

4- Intensifying joint efforts to eliminate poverty and fight extremism and terrorism and enhance stability and development in the region.

 

SECOND : PROMOTING GCC PRIVATE SECTOR INVESTMENTS

1- Promoting GCC investments in all walks of life to create job opportunities.

2- Creating an attractive environment for the GCC private sector to exploit investment advantages and opportunities in all areas. Simplifying procedures and providing all necessary incentives.

3- Simplifying flow of commercial exchange and capitals between Yemen and GCC states.

 

THIRD : IMPLEMENTING YEMEN REHABILITATION PROGRAM TO IMPROVE HUMAN DEVELOPMENT LEVEL AND UPGRADE INFRASTRUCTURE SECTORS.

 

1- Expanding investments in human capitals to develop human resources and improve potentials and skills.

2- Continuing adaptation of legislations and laws to match with those of the GCC and completing the process of joining the rest of the GCC institutions.

 

ENHANCING YEMEN 'S NATIONAL AND REGIONAL ROLE AND INTERNATIONAL STATUS.

 

FIRST : ENHANCING YEMEN 'S ROLE AT ARAB AND ISLAMIC ARENAS.

 

1- Continuing support for Arab and Islamic issues and interacting effectively with Arab issues. Continuing efforts to achieve Arab solidarity and economic integration.

2- Contributing in shaping a new Arab system within the framework of the Arab League taking into account regional and international experiences and coping with regional and global political and economic changes.

3- Continuing full support to obtain the Palestinian people's complete rights and the establishment of a Palestinian independent state on its national soil with Eastern Jerusalem as its capital.

4- Supporting Arab and international efforts for restoring peace in Iraq , preserving its unity and territorial integrity, withdrawal of foreign forces and enabling the Iraqi people to handle its own affairs.

5- Continuing support for maintaining security and stability in Somalia and consolidating international support for the reconstruction of the Somali state and its institutions.

6- Supporting Lebanon to restore its occupied territories in Shebaa farms and rebuild damages resulted by the Israeli aggressions. Considering resistance to foreign occupation as a legitimate right guaranteed by all accords and treaties.

 

SECOND : ENHANCING REGIONAL AND INTERNATIONAL RELATIONS AND SUPPORTING EFFORTS OF TERROR COMBAT.

 

1- Continuing efforts to establish advanced relations of cooperation and partnership with the GCC, Arab, Islamic and friendly states based on mutual respect and non-intervention in internal affairs.

2- Continuing efforts with the international community to fight terror and organized crime and free the Middle-East region of mass destruction weapons to maintain regional and global peace and stability.

3- Enhancing Yemen 's role in the United Nations and in all human rights fora and international organizations.

4- Strengthening Yemen 's relations and cooperation with the Horn of Africa states and enhancing political, economic, trade and security partnership with them.

5- Expanding membership of Sanaa Forum for Cooperation and enhancing its role by serving peace and development in the region.

6- Enhancing Yemen 's role in serving regional and world security, stability and peace.
