Sources at the General Committee told the almotamar.net that the articles to be amended are intended for enhancing role of the local authority, transferring of authorities, providing resources, articles pertaining to the executive body and the relationship with the central authority.
The sources added that the general Committee discussed the report and the texts that were finalized. The texts include condition that must be present in the candidates for the posts of governor and head of the district. It accepted the extension of the period for finishing he task, affirming the necessity that amendments should be in harmony with laws and regulations and there must not be any contradiction with recommendations approved by previous conferences of the local councils.
It also said the amendments must not cotr5adict provisions of the draft law o9n tenders and biddings that is being under discussion at the parliament in preparation fort its adoption.
The General Committee meeting stressed the importance of continuing meetings for finishing the amendments and to be presented to the General Committee in the coming few days. The meeting has also affirmed the consideration of opinions of specialists in this area to benefit from them before discussing the law by the government as well as benefiting from others� experiments. It affirmed that the amendments or added articles have to be meeting the goals included in the election platform of the GPC presidential candidate Ali Abdullah Saleh and program of the local councils conferences. The meeting also confirmed that the question of governors and heads of districts election has become an object of interest by the GPC and fully followed up by the president of the republic as an embodiment of the principle of people�s participation in the stage of moving to decentralization.
In a relevant context the assistant secretary general of the GPC Sultan al-Barakani commented on what has been published about a GPC document including a retraction from the question of electing governors and heads of districts by telling almotamar.net that elections and the transfer to decentralization in addition to embodiment of the principle of popular participation is a firm conviction inside the GPC. He said president Saleh who had been the first to adopt the democratic process, multi-party system and freedom of the press is today having the same belief and conviction regarding heads of local councils and application of the constitutional text of article four stipulating that the people are owners of the power and its source directly through the elected legislative, executive, judicial establishments and the local councils. The president believes that the people have to shoulder their responsibility as elector or ruler. Mr. al-Barakani expressed his astonishment of what Nass Press site published, considering it as illusions and regretted that Mohamed Qahtan had made those statements that seemed like windmills conflict and his confirmation of non-existent thing.
