Almotamar Net - President Ali Abdullah Saleh on Tuesday presided over a large meeting to discuss the current situations in the economic, developmental and security fields and the government plans related to improve and develop the performance. 
 The meeting was attended by the vice-president Abd Rabeh Mansour Hadi, the Prime Minister Dr Ali Mahmoud Mujawar, chairman of the Shoura Council Abdulaziz Abdulghani, the political advisor to the president Dr Abdulkarim Al-Eryany, Secretary-General of the General Peoples Congress Abdulqader Bajammal and cabinet members.

The meeting was attended by the vice-president Abd Rabeh Mansour Hadi, the Prime Minister Dr Ali Mahmoud Mujawar, chairman of the Shoura Council Abdulaziz Abdulghani, the political advisor to the president Dr Abdulkarim Al-Eryany, Secretary-General of the General People's Congress Abdulqader Bajammal and cabinet members.

The meeting studied the message that the president addressed to the government that included a host of goals and tasks and measures that must be carried out and to draw up defined time mechanism for implementing that provided that each side should bear the responsibility defined for it in the law and to consider the government as integrated system and jointly responsible.

The president's message emphasised the necessity of meeting all that committee to in the programme according to which the government won confidence and the tasks and goals included in the electoral platform that has become a national programme and that there must be a focus on alleviation of the impact resulting from world price rise and to confront the rises resulting from dereliction in monitoring mechanisms.
In his message the president called on the government to pay attention to developing and improving government administration and raise efficiency of its apparatuses starting from accurate definition of the role and job of each institution of the state,

He called for ending the cases of overlapping in specialties and reconsideration of the government's organisational and service structures as well as development of its legislations, organisation and mechanisms of its work. The message called on the government to rationalize it spending and to adopt effective mechanisms to follow up and evaluate its performance in the way leading to the citizens and investors obtaining high quality services with easy measures and transparency free from hindrances.

On the other hand the president's message stressed the necessity of reforming the banking system through legislations guaranteeing that foreign investors are able to invest in banks field as well as reconsideration of monetary policy allowing the interest price be compatible with investment requirements. The president affirmed that the government, especially its head, has to focus on development of investment mechanisms and supervision over their implementation and solve any impediments, deeming that as a basic task the government has to give it priority. The government should continue development of judiciary and enhancement of its independence to attain a just judiciary. It should take care for improvement of the living condition of the citizens and the retired by launching the second stage of the national strategy on wages and salaries and application of health insurance system, revising income tax law and completing revision of the local authority law in the way securing expansion of local councils powers, development of the state financial revenues, implementation of economic policies helping create incentive for economic growth and creation of job opportunities and limiting unemployment.
The president's message to the government also focused on directing technical education and vocational training towards preparation of skilled technical labour serving development and meeting needs of labour market inside and that in the neighbouring countries. There must be reconsideration of some specializations and faculties in government universities in accordance with requirements of the labour market and outputs of private universities are included in this regards. The government should continue in implementing agricultural development programmes, implementation of modern irrigation network and increase in agricultural mechanization and means of fishery, the president's message added.
The president emphasised the necessity of enhancing dialogue with civil society organisations and human rights organisations and to include concepts of freedom, democracy and human rights in school curricula and enlightenment of the youth on religious awareness and ethical values and abandonment of extremism, fanaticism and terror. It stressed the necessity of developing defence and security apparatuses for achieving more security and stability and public safety as well as safeguarding sovereignty of the homeland against all seditions and crimes of sabotage and terror.

In his message to the government the president stressed the necessity of increasing offices of immigration and passports in Yemen's embassies in order to offer their services to Yemeni expatriates. He affirmed the necessity of developing a plan for economic integration with the Gulf Cooperation Council states to provide suitable investment environment for the Gulf services sector in order to benefit from investment opportunities and advantages and enhancement of partnership with the donor countries community.

The president then listened to a report presented by the government concerning the measures it has already taken in fields under the challenges it s facing.
