Almotamar.net - The Yemeni parliament has on Tuesday voted on naming 15 persons from the judicial body as candidates, the President of the republic is to select nine of them for the membership of the Supreme Commission for Election and Referendum (SCER), replacing the present commission formed from 9 members and named by the parties.

It is the first time since holding the first elections in Yemen in 1993 choosing the Elections Commission members from outside political parties and that is in a bid to ensure its independence and impartiality, pursuant to article 159 of the Yemeni constitution.

It is to be pointed out that formation of the SCER was subject to political arguments of between political parties and that made it subject to relation among the parties.

The present SCER, formed by parties, has earlier tendered its resignation to the President of the republic due to its inability of continuation because of not achieving its full quorum and difficulty of presence of the two thirds of its members, according to the resignation. The elections law stipulates as a condition the presence of tow thirds of the members to issue important decisions related to managing the electoral processes.

In the resigned Commission there are four members permanently appointed representing the opposition Joint Meeting Parties (JMP).
Meanwhile, the deputy head of the GPC parliamentary majority Yasser al-Awadhi was astonished of banners put on by opposition MPs calling for not planting mines , and he accused the bigger opposition parties ; the Islah and the Yemen Socialist party of being the most experienced people in planting explosive mines.

He affirmed that of the benefits of democracy in Yemen are those that made those two parties raising the slogan of �No for planting mines�. Al-Awadhi also approved the JMP going to the people saying,� All of us would go to the people and we call on them to go with us on 27 of next April�, the date of the parliamentary elections in Yemen.
