	<description>Chairman of the Constitutional Committee at the Yemen parliament Ali Abdullah Abu Hlaiqa said soundness of procedures and ways used by the International Criminal Court (ICC) are illegal as they contradict sovereignty of states and their national legislations. He added that the ICC is actually an international agreement as any treaty that does not bind states even to sign it. </description>
