In a press release issued by the committee Sunday, the CDC clarified that the first chapter included general foundations distributed on three sections and included political, economic and cultural and social foundations. Rights and freedoms are included in the second chapter. The committee said that the third chapter was assigned for the stat's authorities and included six sections; the first section included federal authorities; legislative authority, executive authority and judiciary authority. The second section included regional powers; legislative and executive and the third chapter included state and district's authorities. According to the committee's release, the forth section of the third chapter included Sana'a and Aden city while the fifth section deals with independent authorities and specialized council. The sixth section deals with military forces, police and general intelligence.
